History of the U.S. Coast Guard Auxiliary
The U.S. Coast Guard Auxiliary, through the Coast Guard Auxiliary
Association and in cooperation with Turner Publishing Company, is producing
an up-to-date History of the U.S. Coast Guard Auxiliary, from its inception
in 1939 through its transition to the Department of Homeland Security. The
initial responses for advance purchases of the book by our members have not
attained the level expected. You can receive this outstanding book and
contribute to its success by placing your order now but no later than March
31, 2005. The advance purchases determine the number of pages the book
contains. More pages mean more information on the history and the
outstanding contributions of the Auxiliary. Please note that the Auxiliary
controls the list used by Turner Publishing on all mailings to Auxiliarists
associated with this project. Additionally, a representative of Turner
Publishing may contact selected Auxiliarists for their input on historical
information for the U.S. Coast Guard Auxiliary. Members may go to the link
to Turner Publishing on the AUXCEN or the AuxA pages of the website to place
their advance orders also. We will post additional information periodically
as this project progresses towards the completion date. This is your chance
to order your personal copy in advance so that you receive one of the first
printings of this outstanding book on the U.S. Coast Guard Auxiliarys

New PE Speedgram Focuses on Exotics
Several subject-matter areas were added to NASBLA course-approval
requirements and until all affected recreational boating safety education
books are updated, we must rely on our instructors to use the tools we
provide to teach the expanded materials. NASBLA requirements necessitate
expanded attention to Carbon Monoxide intoxication, cold water immersion,
homeland security and exotic or non-native nuisance species. SPEEDGRAM
2005-02 (Adobe Acrobat format) will provide instructors with more than
enough information on this subject to address NASBLA concerns. This PE
Speedgram combined with Waterway Watch and two PE Speedgrams from last year
addressing Carbon Monoxide intoxication and cold water immersion will amply
prepare both our instructors and our students to effectively understand
these important subjects.

New Exam for RBS Program Visitors Now Available from ANSC
As previously reported, the RBSVP Best Practices Guide is to be used as
preparation for Program Visitor qualification in the RBSVP Program beginning
01 January 2005. This is to announce that the new qualifying exam is now
available from ANSC. Authorized Auxiliarists can order the exam, ANSC
5550-A and answer key ANSC 5550-B. All previous MDV exams are no longer
valid and should be destroyed. The RBSVP Best Practices Guide can be found
for download by going to the V-Dept. website and following the links.

Mandatory PV and VE 2005 Workshop
Since we are stressing Teamwork as an effective method for expanding our
Recreational Boating Safety presence, we would strongly recommend that the
Program Visitors and Vessel Examiners attend a joint presentation of the

Notes have been included as part of the Power Point presentations to assist
the instructor in facilitating discussion. All instructors are encouraged
to read the Waterway Watch white paper as back ground material for part 2 of
the workshop. Local units should be encouraged to order a copy of the
Waterway Watch video (ANSC 3024b) or DVD (ANSC 3024c) as soon as possible
for both member training and public venues. Instructors may also want to
review the Performance Matrix material to determine its potential value for
use by their local units as a measure of success.
