VADM Allens Letter To The Auxiliary At N-Train
VADM Thad Allen's schedule kept him from attending the N-Train Conference.
He did, however, send this letter to be read. ADM Allen's letter concerns
the Auxiliary during and following last year's Gulf Coast hurricanes where
ADM Allen was the Principal Federal Official.

Updated Coast Guard Auxiliary Business Plan
The Business Plan provides a strategic blueprint for the United States Coast
Guard Auxiliary for the years 2006-2007. It describes to the leadership the
current environment, key strategic imperativesaligned with the published
vision and mission statements and NACO watchwords and directions. This plan
is a living document and will be periodically updated based upon feedback
from cognizant Coast Guard authority, the National Executive Committee , and
the District Commodores, progress while accomplishing the elements of the
plan, and future changes in the environment. The Business Plan is properly
characterized as evolutionary, rather than revolutionary. Nonetheless, the
cumulative effects of implementing the plans features are intended to be
substantialproviding clear direction, focus, and accountability for the
coming years.

Nomination of Commandant
STATEMENT BY HOMELAND SECURITY SECRETARY MICHAEL CHERTOFF ON THE NOMINATION
OF VICE ADMIRAL THAD W. ALLEN AS COMMANDANT OF THE UNITED STATES COAST GUARD
President Bush has announced his intention to nominate an exceptional leader
and public servant as Commandant of the Coast Guard in Thad Allen. Thad has
my complete confidence and full support, and if confirmed, he will play a
major role in shaping the future of this department.
Most Americans came to know and respect Thad for his work overseeing the
federal government's recovery efforts following the devastation from
Hurricane Katrina. Thad is a highly-accomplished Coast Guard veteran who has
served our nation in several key positions since his graduation from the
Coast Guard Academy in 1971. His service includes Chief of Staff and
Commanding Officer at headquarters; Commander of the Atlantic Area, Fifth
Coast Guard District; Commander of the Seventh Coast Guard District;
Director of Resources; and Commander of the cutter Citrus. In response to
9/11, Thad led Coast Guard operations to re-position the Atlantic fleet in
support of local port commanders and to establish critical command and
control capability.
If confirmed, Vice Admiral Allen will follow a distinguished Commandant in
Admiral Thomas H. Collins, at a scheduled change of command in May. Admiral
Collins has led the Coast Guard during one of the more challenging periods
in its history. He helped to ensure a seamless transition into the
department and introduced emerging technologies and innovative programs that
have enhanced overall mission performance. I thank Admiral Collins for his
continued service and commend his dedication to country.

2005 Workshops and REYR Status
In 2005, completion of the Instructor (IT), Vessel Examiner (VE), and
Operations (OPS) workshops were required for currency maintenance in their
respective programs. In 2006, none of these workshops are required for
currency maintenance.
Auxiliarists who were placed in Re-Year (REYR) status at the start of 2006
because they did not complete the workshop that was required in 2005 must
complete the 2006 workshop in order to get out of REYR status and re-gain
their currency in 2006. Completion of online versions of the workshops is
acceptable to meet this requirement.

Academy Admissions Partner Program (AAPP)
Background. In a letter to all Auxiliarists last September, National
Commodore Gene Seibert highlighted the need to adapt Coast Guard Academy
recruiting to meet today's competitive college recruiting challenges (see
NACO web site, HYPERLINK "http://www.auxnaco.org/"www.auxnaco.org, article
of September 8, 2005). He described the implications for how the Academy
Introduction Mission (AIM) program was to be conducted, the stand-down of
the Auxiliary Career Counselor (CC) program with the start of 2006, and how
to support Coast Guard Academy cadet recruitment through the new Academy
Admissions Partner Program (AAPP).

A New Name For A Familiar Department
At NTRAIN 2006 a change in the name of the Department of Information and
Communication Services was announced. We are now the Department of
Information Technology! The only change is in the name of the Department,
which more accurately reflects our combined roles of IS (Information
Services) and CS (Communication Services). It will take a bit to make all
the changes where the old Department name now appears, but there will be no
change in our officer designations, etc.
The IT Department looks forward to a bright future, serving the needs of our

The Department of Training is pleased to introduce three Value-Added
Training courses: Electronic Communications (PDF: 240 KB / 20 pages),
Influencing The Spectator Fleet (PDF: 304 KB / 11 pages), and Program
Management (PDF: 256 KB / 26 pages).
These courses explore new information that is interesting and of value in
Auxiliary, professional and/or personal life. Access these new courses at

take advantage of the material with three available versions:

Additional Support for Coast Guard & Auxiliary Hurricane Victims Needed
Coast Guard Mutual Assistance has provided $160,000 in loans to over 32 of
our members in the hurricane devastated Gulf states, with additional members
still seeking support. Through your generosity, Operation Life Ring has
collected approximately $90,000 in donations with donations continuing to
trickle in to go to Coast Guard Mutual Assistance to offset Auxiliarist
loans.
I am appealing to all members to continue to open your hearts and support
your fellow members in these disaster stricken areas. If we can not offset
these loans through Operation Life Ring, our members, many of whom have been
left with virtually nothing, will have to begin repaying these loans in
April. Please support your fellow members of Team Coast guard by visiting
the Operation Life Ring website.
