Securing U.S. Ports
Following 9/11, the federal government has implemented a multi-layered
defense strategy to keep our ports safe and secure. New technologies have
been deployed with additional technologies being developed and $630 million
has been provided in grants to our largest ports, including $16.2 million to
Baltimore; $32.7 million to Miami; $27.4 million to New Orleans, $43.7
million to New York/New Jersey; and $15.8 million to Philadelphia.

Captain Niels P. Thomsen Innovation Award Program
This ALCOAST solicits nominations for the Captain Niels P. Thomsen
Innovation Award. This Award Program was established in May 2003 to
recognize the exemplary efforts of Coast Guard Members or Teams that have
created or implemented innovative solutions to Coast Guard Challenges.

Individual Development Plan
On 2 Feb 06, Commandant Instruction 5357.1A, The Coast Guard Individual
Developement Plan (IDP), was signed. The Coast Guard is fully committed to
the personal and professional growth of all of our people, whether civilian,
military or volunteer. The IDP is in alignment with our 28 Leadership
Competencies, particularly those competencies in the leading self and
leading others categories (such as self awareness and learning, health and
well being, technical proficiency, effictive communications, mentoring, and
taking care of our people).

Secretary Chertoff Testifies
Chairman Collins, Ranking Member Lieberman, and members of the Committee:
Thank you for the opportunity to be here today to discuss the response to
Katrina and the steps we need to take to improve our nations preparedness
and response capabilities.
Any discussion of Katrina must first begin by addressing the sheer magnitude
of the challenge. Katrina was quite clearly one of the most destructive
natural disasters to strike American soil.

New Product Line Available Through ShopAuxiliary
The Coast Guard Auxiliary Association has entered into an affiliation
program with PowerFlare to provide special member-only pricing for their
products. PowerFlare has produced a special Auxiliary lighting arrangement
that consists of the alternating red/amber light used for towing evolutions,
PWC facilities, and it may even work well on other operational facilities.
Member-only pricing is available through ShopAuxiliary. Upon entering your
eDirectory ID and password, a special PowerFlare web page will provide the
member-only prices. Note that this discount pricing applies to all
PowerFlare products and not just the red/amber configuration.

receiving The Navigator, or may not be getting properly reimbursed, or you

Form 7028 - Change of Member Information (PDF: 195 KB / 1 page), which takes
just a couple of minutes. Send or give it to your FSO-IS, and they will take

Additional Support for Coast Guard & Auxiliary Hurricane Victims Needed
Coast Guard Mutual Assistance has provided $160,000 in loans to over 32 of
our members in the hurricane devastated Gulf states, with additional members
still seeking support. Through your generosity, Operation Life Ring has
collected approximately $90,000 in donations with donations continuing to
trickle in to go to Coast Guard Mutual Assistance to offset Auxiliarist
loans.
I am appealing to all members to continue to open your hearts and support
your fellow members in these disaster stricken areas. If we can not offset
these loans through Operation Life Ring, our members, many of whom have been
left with virtually nothing, will have to begin repaying these loans in
April. Please support your fellow members of Team Coast guard by visiting
the Operation Life Ring website.
