Commandant's All Hands Jan 07 - Regarding the CGC Healy

To the men and women of the Coast Guard:

On 17 August 2006, we lost two of our shipmates assigned to CGC HEALY, LT
Jessica Hill and BM2 Steven Duque, in a tragic diving accident in the
Arctic. There are valuable lessons to be learned by all of us regarding
leadership, risk management, training and program oversight that apply to
all Coast Guard operations. Therefore, I am directing all personnel to read

ALCOAST 014/07: Distribution of th Coast Guard Presidential Unit Citation 

On May 25, 2006, at the Commandants Change Of Command Ceremony, President
Bush presented the Presidential Unit Citation (PUC) to the U.S. Coast Guard
for meritorious achievement and outstanding performance in action from
August 29 To September 13, 2005, in preparation for, and response and
recovery to the devastation wrought by Hurricane Katrina. Since the response
to Katrina was an all-hands effort, all CG Active Duty, Reserve, Auxiliary,
and Civilian personnel who were affiliated with the Coast Guard at any time
during the period (29 August 2005 - 13 September 2005) are eligible for the
award.  

There is no individual citation to accompany the award.  Individuals
desiring a copy of the award citation to the coast guard will find it on the
medals and awards web site at

ALCOAST 011/07: Results of Uniform Board No. 41

This ALCOAST reports the results from Uniform Board no. 41. It also
implements changes to the uniform regulations which will remain in effect
until incorporated into the next change.

Items discussed include the use of electronic devices (such as cell phones)
while in uniform, and future uniform additions, such as untucked version of
the ODU, and wash and wear pants for tropical blue long uniform.  Many other
items are also discussed

What's New in the Surface Operations Program? In Short - PLENTY

Surface Operations and the Boat Crew Training Program are at the heart of
most flotilla activities.  Boat Crew members and Coxswains are qualified in
accordance with the current Auxiliary Boat Crew Training Manual, COMDTINST
M16794.51a (as revised effective January 1, 2007).  The Coxswain requests
and receives orders for a patrol that is multi-mission in nature. Patrols
are carried out in accordance with the Auxiliary Operations Policy Manual (
see link below).

Implementation Plan for Re-certification Check Rides

Effective as of 01 January 2007 the five year currency maintenance
requirements (check ride) cycle will change to a three year cycle. The three
year cycle begins in 2007. Scheduling is as follows: 

*	Last check ride 2002 or 2003 - Next Check ride 2007 - complete New
Tasks 

*	Last check ride 2004 – Next Check ride 2008 - complete New Tasks 

*	Last check ride 2005 or 2006 - Next Check ride 2009 - complete New
Tasks

Which Life Jacket for You?

A new Point of Purchase PFD poster designed to point customers towards the
best life jacket for their activity is now available for use by Recreational
Boating Safety Program Visitors. The 12” X 18” poster shows various boater
activities and suggests life jackets for that activity, with a very brief
description of what one should be looking for. The idea is that if someone
buys a good quality comfortable life jacket, they just might wear it.
Auxiliary units can order this poster from the Auxiliary National Supply
Center, ANSC 3505.

POV Towing Liability Insurance

The problem of liability insurance in the case where a privately owned
vehicle (POV) was not covered for liability insurance when towing government
property has been corrected. The vehicle may now be "Offered for Use". This
is particularly important if the vehicle is towing a trailer registered as a
DHS trailer with DHS license plates. The vehicle owner must annually
complete the new ANSC 7065 form, "Vehicle Offer of Use", (available on the
Forms page) and have it on file at the DIRAUX's office prior to the towing.
A record of this POV "facility" will eventually be recorded in AUXDATA.
Members should contact their DIRAUX for more info as that is where the
records will be stored until they can be inputted into AUXDATA not earlier
than this summer.

Enclosures

Enclosures (1), (2), & (3) to COMDTINST M16794.51A are now available for
downloading on the Auxiliary Boat Crew Training Manual Appendices &
Enclosures page. These are used in conjunction with the triennial Currency
Maintenance/Recertification Check Rides for Crewmember, Coxswain and PWC
(respectively).

National Department Merger

The International Affairs Directorate and Interpreter Corps have recently
merged to form the International Affairs and Interpreter Support
Directorate, headed by COMO Ev Tucker. The new Deputy Director,
International Affairs is John VanOsdol and the new Deputy Director
Interpreter Support is Klaus G.E. Baumann.
